May 27, 2012 Washington DC - Recall Election Letter from National Legislative Director Tolman
For the past two years, we have seen the escalation of the long running War on Workers, both in your state and
nationally. The results of the 2010 election emboldened some of our nation's governors, legislators and corporate
backers into thinking they attack working men and women and further weaken organizations, like labor unions, who
stand up for the rights of these workers.
May 20, 2012 Stevens Point WI - Absentee Voting June 5, 2012 Recall Election
Anyone who has turned on the television, radio, or even searched around on the internet recently has
been bombarded with political advertisements, and it’s obvious that there is a battle going on in this
state. Most of these ads make various claims and it’s very difficult to determine what is fact and what is
just plain skewing the numbers to win voters at the polls.
April 16, 2012 Cleveland OH - War on Workers: Ryan Budget targets railroad workers, retirees
The U.S. House of Representatives has adopted federal budget legislation sponsored by Budget Committee
Chairman Paul Ryan (R-WI) that would have devastating effects on the retirement security of both active and
retired BLET members, as well as all railroad workers. The measure passed on March 29 by a vote of 228-191,
with 10 Republicans joining all of the Democrats in voting against it.
April 10, 2012 Stevens Ponit WI - Changes to HazMat train placement
In working with the Dangerous Goods Officer for this division he has advised me of some changes to Hazardous
train placement, some of these changes do not affect us, but by clicking on the link above and looking at page 33,
Section VI, Train Placement, Item 3, Note 2, Molten Sulfur even if it is classified as Class 4.1 can now be placed
anywhere in a train. These changes will eventually be corrected in the US HazMat Handling Instructions, but as of
now this provides an exception for this placement.

February 7, 2012 Kaukauna WI - Seniority Roster Protests
As you know the 2011 Seniority Roster was posted on January 18, 2012. I have been contacted by many members
disputing their placement on the Seniority Roster. Seniority protest must be appealed in accordance of Article 7,
Section 2 (b) of the Collective Bargaining Agreement.

December 20, 2011 Homewood IL - Notice to all WC, DWP and DMIR Engine Service Employees
Effective January 1, 2012, all engine service employees and assignments shall be governed by the terms and
condictions of the Agreement between Wisconsin Central LTD. (WC) and Brotherhood of Locomotive Engineers
and Trainmen (BLET). Certain modifications to that agreement will be in effect, pursuant to the arbitrated opinion
and award issued in relation to STB Finance Docket No. 35475.
October 22, 2011 Kaukauna WI - Section 4 Update to members
The purpose of this letter is to update you on the status of the negotiations that have been ongoing in an attempt
to make an Implementing Agreement pursuant to the New York Dock Protective Conditions in response to the
notice dated May 18, 2011 CN served to coordinate the WC, DMIR and DWP properties.
October 6, 2011 Cleveland OH - Obama appoints PEB 243 to investigate BLET contract dispute
President Barack Obama today established Emergency Board (PEB) No. 243, to investigate and make
recommendations for settlement of the current disputes between the Rail Labor Bargaining Coalition (RLBC) and
five other unions, and the National Carriers Conference Committee (NCCC). The Brotherhood of Locomotive
Engineers and Trainmen (BLET) is one of the 6 unions that comprise the RLBC.
September 15, 2011 Oshkosh WI - Letter from Chuck Schulz regarding Critical Incidents
Unfortunately in the last few months there have been several incidents resulting in fatalities with pedestrians and
projectiles breaching locomotive windows involving our CN/WC BLET Brothers. It is the utmost importance as a
professional Locomotive Engineer to maintain a stable and safe working environment for ourselves, other
employees, and for the general public.
September 8, 2011 Cleveland OH - NMB proffers arbitration in national contract dispute
On Friday September 2, 2011, the National Mediation Board (NMB) urged the unions comprising the Rail Labor
Bargaining Coalition (RLBC) and the carriers represented by the National Carriers’ Conference Committee to
submit their unresolved national contract dispute to binding arbitration pursuant to Section 5, First and Section 7 of
the Railway Labor Act, as amended (RLA).

What really is the result of what has happened here in Wisconsin? From the cold snowy days of February to the
hot Midwest summer an ideological struggle has taken place not only in Wisconsin, but across this nation. The
results of the historic recall elections here may not have produced the desired results, but what I have seen in the
last few months has shown me that winning GOP seats in the senate may not have been the victory we as labor
members were ultimately looking for.
July 3, 2011 Kaukauna, WI - Section 4 Letter to Members
This letter is to up-date you on the current Section 4 meetings we are involved in with Carrier. As you all know by
now the Carrier filed paperwork with the U.S. Surface Transportation Board to merge the Wisconsin Central, the
Duluth, Missabe and Iron Range Railway and the Duluth, Winnipeg and Pacific Railway as one operating railroad.
The merger was approved by the U.S. Surface Transportation Board just last month.
May 16, 2011 CLEVELAND, OH - Wisconsin Central General Chairman John W. Reynolds was reelected by
acclamation at the General Committee’s quadrennial meeting in Green Bay, Wisc., from May 9-12, 2011.
May 2, 2011 - CN Police mark Rail Safety Week 2011
With trespassing incidents and fatalities on the rise in the United States, CN is marking Rail Safety Week from May
2 to May 8, 2011, with a public awareness campaign that stresses the deadly risks of trespassing on railroad
tracks and property. CN Police are issuing a call to action with their SEE IT? REPORT IT! You Could Save a Life
initiative, urging members of the public to call CN Police at 1- 800-465-9239 when they witness unsafe behavior on
railroad property.
April 27, 2011 - LAS VEGAS, NV — The annual meeting of the BLET Western General Chairmen’s Association
(WGCA) concluded here on April 20 with the election of officers, following a three-day meeting. Elected to one-
year terms were: Chairman Pat Williams (General Chairman, BNSF-former Santa Fe); Vice-Chairman Mike Young
(General Chairman, Union Pacific, Eastern District); and Secretary-Treasurer Rick Gibbons (General Chairman,
BNSF-former STL-SF). Also elected as members of the Executive Committee were Matt Wilson (General
Chairman, BNSF-MRL) and John Reynolds (General Chairman, CN–Wisconsin Central). Warren Dent (General
Chairman, Union Pacific–Southern Region) was elected as the Alternate Secretary-Treasurer.

one of the Investigator's who frequently visited our local providing us with great information and advice. We will
certainly miss him, and our deepest condolences to his family.
