April 16, 2012 Cleveland OH - War on Workers: Ryan Budget targets railroad workers, retirees
The U.S. House of Representatives has adopted federal budget legislation sponsored by Budget Committee
Chairman Paul Ryan (R-WI) that would have devastating effects on the retirement security of both active and
retired BLET members, as well as all railroad workers. The measure passed on March 29 by a vote of 228-191,
with 10 Republicans joining all of the Democrats in voting against it.

April 10, 2012 Stevens Ponit WI - Changes to HazMat train placement
In working with the Dangerous Goods Officer for this division he has advised me of some changes to Hazardous
train placement, some of these changes do not affect us, but by clicking on the link above and looking at page 33,
Section VI, Train Placement, Item 3, Note 2, Molten Sulfur even if it is classified as Class 4.1 can now be placed
anywhere in a train. These changes will eventually be corrected in the US HazMat Handling Instructions, but as of
now this provides an exception for this placement.

The Brotherhood of Locomotive Engineers and Trainmen’s Advisory Board has adopted revisions to the Union’s
program that provides assistance to BLET members injured on the job, who may be entitled to damages pursuant
to the Federal Employers’ Liability Act (FELA).
March 5, 2012 Cleveland OH - NTSB safety recommendation on restricted speed after rear-end collisions in 2011
In the wake of five rear-end collisions in 2011, the National Transportation Safety Board (NTSB) has issued safety
recommendations regarding the operation of freight trains at restricted speed. Two BLET members were killed in
those accidents.

A dispute currently exists with the Carrier regarding the proper application of the Agreement to situations where
away crews at Chicago are not being properly compensated in instances where their travel time between the

U.S. Transportation Secretary Ray LaHood today announced proposed changes to the Federal Railroad
Administration’s (FRA) regulations governing the installation of positive train control (PTC) systems.  The
amendments will provide greater flexibility to railroads and FRA in assessing the need for PTC without adversely
affecting the safety of America’s rail lines.

The U.S. Department of Transportation issued a final rule today limiting the number of consecutive hours
passenger railroad workers can be on the job.  The new Federal Railroad Administration (FRA) regulation will
reduce risk and improve safety for the railroad industry, and for the first time, differentiate between freight and
passenger service.

Duluth, Missabe and Iron Range Railway and the Duluth, Winnipeg and Pacific Railway as one operating railroad.
The merger was approved by the U.S. Surface Transportation Board just last month.

May 2, 2011 - CN Police mark Rail Safety Week 2011
With trespassing incidents and fatalities on the rise in the United States, CN  is marking Rail Safety Week from May
2 to May 8, 2011, with a public awareness campaign that stresses the deadly risks of trespassing on railroad
tracks and property. CN Police are issuing a call to action with their SEE IT? REPORT IT! You Could Save a Life
initiative, urging members of the public to call CN Police at 1- 800-465-9239 when they witness unsafe behavior on
railroad property.
April 27, 2011 - LAS VEGAS, NV — The annual meeting of the BLET Western General Chairmen’s Association
(WGCA) concluded here on April 20 with the election of officers, following a three-day meeting.  Elected to one-
year terms were: Chairman Pat Williams (General Chairman, BNSF-former Santa Fe); Vice-Chairman Mike Young
(General Chairman, Union Pacific, Eastern District); and Secretary-Treasurer Rick Gibbons (General Chairman,
BNSF-former STL-SF).  Also elected as members of the Executive Committee were Matt Wilson (General
Chairman, BNSF-MRL) and John Reynolds (General Chairman, CN–Wisconsin Central). Warren Dent (General
Chairman, Union Pacific–Southern Region) was elected as the Alternate Secretary-Treasurer.
